City of Mountain View Small Business Relief Grant

INTRODUCTION:


To help address continued economic impacts from COVID-19, the City of Mountain View is providing $105,000 in one-time funds for twenty one $5,000 grants for eligible businesses. Applications will be accepted starting September 27, 2021 at 12:00 p.m. and ending on October 8, 2021 at 11:59 p.m.

Tier one eligible businesses are those meeting all eligibility criteria outlined below.  Tier One eligible businesses will be entered in the 1st Random number Draw.  If funds remain available after the 1st Random number Draw, Tier two eligible businesses will be entered into a 2nd Random number draw.  Tier Two eligible businesses are those meeting the eligibility criteria outlined below EXCEPT the business remains eligible in Tier Two if it has received two or more other public grants or loans in the last 18 months.

ELIGIBILITY: 


  • Eligible businesses include restaurants, “personal care services” (hair styling and hair care, hair salons and barbershops; nail care, and services provided at body art, tattoo, and piercing shops; esthetician, skin care, and makeup; electrolysis, waxing, threading, and other hair salon services; spas; fitness and exercise studios; childcare provided in storefront location; and retail including one franchise store individual owned and operated. Other chains stores are not eligible.
  • Businesses that have received other public or private grants or loans (including the City’s Small Business Resiliency Loan) are eligible to apply but funds cannot be used to pay for expenses covered by other grants or loans.
  • Businesses must not have received two or more other public grants or loans in the last 18 months
  • Religious institutions or non-profits are not eligible, nor are businesses, organizations, or individuals whose primary products or purpose are firearms, tobacco, liquor, adult content, or promotes practices or work that violate Federal, State, or local law and/or any of the like.
  • Applicants must be a small business with at least one and no more than 25 full-time employees.
  • Business must generate less than $2 million in annual gross revenue.
  • Applicants must operate out of a physical commercial storefront within the city limits of Mountain View.
  • Applicants must have an active City of Mountain View Business License.
  • Applicants must be in good standing with the City (i.e., no code violations, outstanding building permits issues, current on payment of City taxes and fees).
  • Applicants or the business must not have any outstanding judgments, bankruptcies, tax liens, or pending lawsuits against them.
  • Applicant must have a business bank account.
  • Applicants must submit a current copy of its W-9 form.
  • Applicants must have been in operation in the City of Mountain View for at least one year as of March 1, 2020.

APPLICATION AND FUNDING PROCESS:


  1. Grant applications must be submitted using this online applicationApplications sent by U.S. mail or emailed to City email addresses will not be accepted.
  2. Applications will be reviewed for eligibility. Eligible applicants will receive notice for participation in a lottery to select final grant recipients.
  3. If awarded, funds may only be used for the following business expenses:
    • Personal protection equipment and supplies.
    • Modifications to business operations to meet health order requirements (counter shields, electronic menus, and payment system, etc.) made after grant approved.
    • Rent, utilities (except for water), and payroll
      NOTE: Payment of mortgage and taxes are not eligible expenses
  4. If awarded, the application becomes a binding contract between the applicant and the City of Mountain View.
  5. Submission of application in no way obligates the City to award a grant.
  6. City reserves the right to reject any or all applications, wholly or in part, at any time, without penalty.
  7. Grant recipients will need to submit evidence grant funds were spent in the manner and for the purposes stated in the application within forty-five (45) days of payment date by submitting copies of receipts and paid invoices for eligible expenses. Evidence must be to the satisfaction of City. Past due rent for business premise is the only approved purpose.
  8. Recipients are advised to consult with tax advisor regarding any potential tax consequences of grant.
  9. Information submitted for grant application is public information subject to the Public Records Act.
  10. Name of grant recipients will be posted on City website.

GRANT APPLICATION PROCESS AND TERMS

  1. Businesses must complete and include the following with this application:
    1. Copy of current City of Mountain View business license
    2. Current copy of signed W-9
  2. If application is found complete, application will be reviewed for eligibility and applicants will receive a notice of eligibility for lottery to select grant recipients.
    1. In all cases, the City reserves the right to reject any and all applications in the event the City identifies a potential conflict of interest or the appearance of a conflict of interest.
    2. Submission of an application in no way obligates the City to award a grant and the City reserves the right to reject any or all applications, wholly or in part, at any time, without penalty.
  3. If awarded, this application becomes a binding contract between the business entity named above and the City of Mountain View.
  4. Grant funds will be issued by check made out to the business upon execution of agreement with the City.
  5. The City reserves the right to audit the applicant’s financial records for compliance with terms in this application. Applicant agrees to assist City with such audit (e.g. providing supportive documentation).
  6. Grant recipient agrees that funds may only be used for the following:
    • Personal protection equipment and supplies.

  8. Businesses receiving funding are complying with State and County public health orders for operating their businesses.
  9. The City will verify eligibility and compliance of application requirements. Failure to comply may result in repayment of grant to the City of Mountain View.
  10. Businesses will receive a 1099 in 2022 for grant amount.
  11. Recipients are advised to consult with a tax advisor regarding any potential tax consequences of grant.
  12. Information submitted for grant application is public information subject to the Public Records Act.

By my signature below, on behalf of the business, I have read and understand the Small Business Grant Program. I make the following representations and acknowledge agreement to the terms and conditions listed in this application:

  • Upon approval of this application, as evidenced by the signature of the City Manager, this application becomes a binding contract between the entity named above and the City of Mountain View.
  • Applicant is the duly authorized representative of the entity named above and can bind the entity to the terms of this application.
  • If funds are provided by the City, the funds will be used for the purposes set forth above.
  • In no event shall the City’s financial responsibility exceed the approved amount, set forth below.
  • Applicant bears full responsibility for any and all tax consequences of receiving grant funds including, but not limited to, issuance of a 1099 by the City.
  • There is no agency, employment, joint venture or other such relationship created by virtue of award of the grant. The City does not endorse the specific business.
  • Applicant shall defend and indemnify the City and its employees from and against any claim, injury, liability, loss, cost and/or expense or damage including all costs and reasonable attorney’s fees, arising from or alleged to arise from the activity or event.
  • The representations made by applicant in this application are material terms, as is compliance with Small Business Grant Program. The City may cancel this application at any time upon discovery that any of the information set forth above is inaccurate, that these terms have been violated, or any provision of the Small Business Grant Program has been violated.
  • Applicant shall not use any grant funds for any illegal or improper purpose, including, but not limited to, sponsoring, assisting, promoting, or opposing any election, campaign, ballot or initiative measure, or other political issue or event.  Applicant further agrees that any and all grant funds shall not be utilized for any religious activities, to promote religious interest, or for the benefit of a religious organization.
  • Applicant shall not use any grant funds for any personal use, nor shall any items purchased with grant funds be used for personal use.
