INTRODUCTION:
To help address continued economic impacts from COVID-19, the City of Mountain View is providing $105,000 in one-time funds for twenty one $5,000 grants for eligible businesses. Applications will be accepted starting September 27, 2021 at 12:00 p.m. and ending on October 8, 2021 at 11:59 p.m.
Tier one eligible businesses are those meeting all eligibility criteria outlined below. Tier One eligible businesses will be entered in the 1st Random number Draw. If funds remain available after the 1st Random number Draw, Tier two eligible businesses will be entered into a 2nd Random number draw. Tier Two eligible businesses are those meeting the eligibility criteria outlined below EXCEPT the business remains eligible in Tier Two if it has received two or more other public grants or loans in the last 18 months.
ELIGIBILITY:
- Eligible businesses include restaurants, “personal care services” (hair styling and hair care, hair salons and barbershops; nail care, and services provided at body art, tattoo, and piercing shops; esthetician, skin care, and makeup; electrolysis, waxing, threading, and other hair salon services; spas; fitness and exercise studios; childcare provided in storefront location; and retail including one franchise store individual owned and operated. Other chains stores are not eligible.
- Businesses that have received other public or private grants or loans (including the City’s Small Business Resiliency Loan) are eligible to apply but funds cannot be used to pay for expenses covered by other grants or loans.
- Businesses must not have received two or more other public grants or loans in the last 18 months
- Religious institutions or non-profits are not eligible, nor are businesses, organizations, or individuals whose primary products or purpose are firearms, tobacco, liquor, adult content, or promotes practices or work that violate Federal, State, or local law and/or any of the like.
- Applicants must be a small business with at least one and no more than 25 full-time employees.
- Business must generate less than $2 million in annual gross revenue.
- Applicants must operate out of a physical commercial storefront within the city limits of Mountain View.
- Applicants must have an active City of Mountain View Business License.
- Applicants must be in good standing with the City (i.e., no code violations, outstanding building permits issues, current on payment of City taxes and fees).
- Applicants or the business must not have any outstanding judgments, bankruptcies, tax liens, or pending lawsuits against them.
- Applicant must have a business bank account.
- Applicants must submit a current copy of its W-9 form.
- Applicants must have been in operation in the City of Mountain View for at least one year as of March 1, 2020.
APPLICATION AND FUNDING PROCESS:
- Grant applications must be submitted using this online application. Applications sent by U.S. mail or emailed to City email addresses will not be accepted.
- Applications will be reviewed for eligibility. Eligible applicants will receive notice for participation in a lottery to select final grant recipients.
- If awarded, funds may only be used for the following business expenses:
- Personal protection equipment and supplies.
- Modifications to business operations to meet health order requirements (counter shields, electronic menus, and payment system, etc.) made after grant approved.
- Rent, utilities (except for water), and payroll
NOTE: Payment of mortgage and taxes are not eligible expenses
- If awarded, the application becomes a binding contract between the applicant and the City of Mountain View.
- Submission of application in no way obligates the City to award a grant.
- City reserves the right to reject any or all applications, wholly or in part, at any time, without penalty.
- Grant recipients will need to submit evidence grant funds were spent in the manner and for the purposes stated in the application within forty-five (45) days of payment date by submitting copies of receipts and paid invoices for eligible expenses. Evidence must be to the satisfaction of City. Past due rent for business premise is the only approved purpose.
- Recipients are advised to consult with tax advisor regarding any potential tax consequences of grant.
- Information submitted for grant application is public information subject to the Public Records Act.
- Name of grant recipients will be posted on City website.
